Of Chiniot Progressive Collaboration
(CPC)

Preamble

We, the members of Chiniot Progressive Collaboration (CPC), committed to the ideals of service, empowerment, and social justice, solemnly resolve to form this organization as a platform for the betterment of the people of Chiniot.  Rooted in the values of integrity, compassion, and inclusivity, we aim to promote education, health, civic engagement, and socio-economic upliftment through collective efforts and responsible collaboration.

We dedicate ourselves to creating an informed, empowered, and resilient society, where every individual has access to opportunities, dignity, and justice. With this vision, we hereby adopt, enact, and give ourselves this Constitution.

Chapter I: Name, Nature, and Jurisdiction

Article 1: Name

The name of the organization shall be Chiniot Progressive Collaboration (CPC).

Article 2: Nature

CPC shall be a non-political, non-religious, non-profit, voluntary, and community-based organization.

Article 3: Jurisdiction

CPC shall operate primarily in Chiniot but may extend its services to any area of Pakistan where deemed necessary.

Chapter II: Objectives

Article 4: Core Objectives

CPC shall work to:

  1. Promote educational awareness and career guidance, especially among underprivileged youth.
  2. Facilitate access to healthcare through medical camps, awareness drives, and collaborations.
  3. Promote justice and organize social welfare activities for the upliftment of communities.
  4. Empower youth through leadership training, skill development, and volunteerism.
  5. Provide support for students in university admissions, scholarships, and mentorship.
  6. Encourage environmental protection, cultural preservation, and community harmony.

 

Chapter III: Membership

Article 5: Eligibility

Membership is open to individuals who:

  1. Are residents of Chiniot and have a strong association with CPC.
  2. Believe in the vision and mission of CPC.
  3. Are willing to volunteer their time, skills, or resources for community service.

 

Article 6: Types of Membership

  1. General Member
  2. Core Member
  3. Forum Member

 

Article 7: Rights and Duties

Rights:

  • Participate in meetings and activities.
  • Vote in internal elections (where applicable).
  • Propose projects or initiatives.

Duties:

  • Abide by the Constitution and decisions of CPC.
  • Act in the best interest of the organization and the community.
  • Maintain ethical standards and mutual respect.

 

Chapter IV: Governance Structure

Article 8: Governing Body

The Core Committee shall elect the Chairman of CPC, who will be responsible for the planning and execution of CPC’s mission. Chairman has empowered to select his cabinet.

Composition:

  • Chairman
  • President
  • General Secretary
  • President, Student Forum
  • President, Lawyers Forum
  • President, Doctors Forum
  • President job holder’s forum
  • Finance Secretary
  • Information Secretary
  • Chief coordinator universities
  • Additional Members (as required)

Article 9: Tenure

  • The term of office for the Main Cabinet, Forum Cabinets, and University Cabinets shall be one (1) year.
  • No extensions shall be allowed except through election or consensus.

Article 10: The Core Committee

  • The Core Committee is the highest monitoring and decision-making body.
  • It shall elect the Chairman.
  • There shall be no fixed number of core members.
  • Only those who have served CPC for at least two (2) years in various roles are eligible.
  • Any core member may nominate a candidate for core membership, to be approved by a majority.
  • Removal of a core member shall also be decided by 2/3 vote of core committee.

Article 11: Election of Chairman

  1. The Chairman shall be elected by the Core Committee.
  2. The tenure of the Chairman shall be one year, extendable.
  3. All core members are eligible to contest and vote.
  4. Elections shall be held by secret ballot.
  5. The member with the highest votes shall be declared elected Chairman.
  6. In case of resignation, the Core Committee shall elect a new Chairman at the earliest.
  7. Resignation must be formally submitted to the Core Committee.
  8. Removal of chairman required 2/3 majority from core committee
  9. The incumbent Chairman shall continue to serve until a successor is elected.

Article 12: CPC Forums

There shall be four forums within CPC:

  1. Lawyers Forum
  2. Students Forum
  3. Doctors Forum
  4. Job Holders Forum

Rules:

  • Forum Presidents shall be nominated by the Chairman with the consensus of the respective forum.
  • Each Forum President may form their own cabinet with the Chairman’s approval.
  • Forums may draft their own rules and regulations.
  • These rules must be approved by the Core Committee.
  • Each forum is responsible for defining its membership eligibility criteria.

Article 13: University Bodies

University bodies shall operate under the CPC Student Forum.

Structure & Rules:

  • Each university shall have its own cabinet.
  • University President shall be elected by members of that university.
  • If elections are not possible, the Student Forum President shall nominate a President in consultation with
  • the Chairman.
  • University cabinet members shall not hold positions in any other student organization simultaneously.

Article 14: Roles and Responsibilities

  • Chairman: Leads CPC, presides over high-level meetings, represents CPC externally.
  • President: Assists the Chairman and may act in their absence.
  • General Secretary: Handles correspondence, records, and meeting minutes.
  • Finance Secretary: Manages financial matters, keeps accounts, and prepares reports.
  • Information Secretary: Manages media relations, promotions, and official communication.
  • Coordinators: Lead and execute specific initiatives or campaigns.

 

Chapter V: Meetings

Article 15: General Body Meetings

To be held at least twice a year to evaluate progress and discuss plans.

Article 16: Core Committee Meetings

To be held twice a year or as required.

Article 17: Quorum

At least 50% of core committee members must be present for a valid meeting.

 

Chapter VI: Finance

Article 18: Sources of Funds

Funds may be collected through:

  1. Donations and contributions
  2. Fundraising events
  3. Grants and partnerships
  4. Membership fees
  5. Sponsorships

Article 19: Audit and Transparency

All financial transactions shall be recorded, and an annual audit shall be conducted to maintain transparency.

 

Chapter VII: Amendments

Article 20: Amendment Process

Amendments to the Constitution may be made with a two-thirds (2/3) majority of the Core Committee.

 

Chapter VIII: Dissolution

Article 21: Dissolution

In case of dissolution of any cabinet, the relevant forum president shall appoint with approval of chairman an interim body to manage the affairs until a new cabinet is formed.
